Mr. Kirk is President, Chief Operations Officer, and a member of the Board of Directors of A. Morton Thomas and Associates, Inc. (AMT), a multidiscipline consulting firm headquartered in Rockville, Maryland, with 23 offices across nine Mid-Atlantic states. He was recently selected by AMT’s Board of Directors to serve as Chief Executive Officer beginning in 2027. AMT has more than 540 employees and is ranked among Engineering News-Record’s Top 250 design firms.

He joined AMT in 2014 after 20 years of public service in the transportation industry and has more than 30 years of engineering, management, and executive leadership experience. His early leadership at AMT included supporting firm growth and the expansion of new office locations. Since becoming President, he has led organizational change, strengthened companywide strategic planning, and helped align AMT’s operations, leadership structure, and long-term business objectives.

Mr. Kirk served as President of ACEC-WV from 2023 to 2024 and as National Director from 2024 to 2025. He currently serves on the American Council of Engineering Companies (ACEC) Transportation Steering Committee. He earned a B.S. in Civil Engineering from West Virginia University and is a licensed professional civil engineer in nine states. He is also a certified Professional Traffic Operations Engineer and Road Safety Professional through the Institute of Transportation Engineers (ITE).
