Mr. Khalil is the Chief Executive Officer and Chairman of the Board of A. Morton Thomas and Associates, Inc. (AMT), a multi-disciplined consulting firm headquartered in Rockville, Maryland with 23 offices in 9 states in the Mid-Atlantic region. AMT has over 500 employees and is ranked 265 in the Engineering News Record. He has been with the firm since 1996 and has had more than 30 years of financial and operational management experience and expertise.

Mr. Khalil served as the Treasurer of the National for The Society of Military Engineers (SAME) from 2010-2020. He also served on the American Council of Engineering Companies (ACEC)-Maryland Finance Committee as well as being the administrator of the firms ACEC Retirement Trust 401K Plan.

Rich earned a B.S. in accounting from University of Maryland and is a Certified Public Accountant. He is a member of American Institute of Certified Public Accountants (AICPA) and Maryland Association of Certified Public Accountants (MACPA).
